Mineral Sites Plan Examination
The Mineral Sites Plan was submitted to the Secretary of State for Communities and Local Government on 29 March 2018.
Inspector Elizabeth Ord LLB (Hons) MA DipTUS was appointed as the independent Inspector to conduct the examination into the soundness of the Bournemouth, Dorset and Poole Mineral Sites Plan. Public hearings were held in Dorchester from Tuesday 25 September to Thursday 27 September 2018 and also from 2 October to 3 October 2018. Full details can be viewed on the notice of independent examination. A further hearing session was held on 14 February 2019.
The Inspector issued the Matters, Issues and Questions that formed the basis for discussions during the hearing sessions. A guidance note from the Inspector is available.

New National Planning Policy Framework and additional examination documents
The new national planning policy framework (NPPF) was published on 24 July 2018. The council prepared a statement setting out its approach to ensuring that the Mineral Sites Plan is compliant with the new NPPF and proposed a number of modifications to the Plan in order to ensure that references within the Mineral Sites Plan reflect the new NPPF. People were invited to comment on the modifications proposed in relation to the NPPF and on whether the publication of the new NPPF raised any additional issues.
The council also published five additional evidence documents. These are three heritage assessments relating to Hurst Farm, Station Road and Philliols Farm; a cumulative traffic impact assessment in relation to Trigon, Philliols and Tatchells; and the most recent local aggregates assessment. The council has prepared a statement on a matter raised regarding the referencing of assessment of cumulative impacts within the sustainability appraisal of the Plan. A further screening exercise is now available.

Note that representations, including respondent details, will be forwarded to the Secretary of State for consideration when the Bournemouth, Dorset and Poole Waste Plan and Mineral Sites Plan are submitted for examination. Consultation
Over 1,100 people and organisations responded to the consultation on the Pre-Submission Mineral Sites Plan, raising a range of different issues to be taken into consideration. View the outcomes of the consultation.
Site appraisals
Every site in the Mineral Sites Plan has undergone a full appraisal of constraints which may be impacted by quarrying activity.
Consultation on additional site - Land at Horton Heath (AS27)
During the examination, a site that hadn't been included in the submitted Plan was discussed - land at Horton Heath, Wimborne (reference AS27). You can download a location map showing the site.
Public consultation on this additional site took place from 17 December 2018 to 28 January 2019. An additional hearing session was held by the Inspector on Thursday 14 February.

Details on processing and traffic movements
Further discussion with the site promoter has indicated that, should this site be developed at some time in the future, dry screening of the sand would take place on site, before it was sold and removed from the site. There would not be an on-site washing and sorting plant.
For clarification, it has been estimated that should AS27 be developed as a quarry, it would generate approximately 80 lorry movements per day - that is, 40 lorries in and 40 lorries out. However, this is only an estimate and an accurate figure would not be known unless and until there is a planning application.
